The work carried out was divided into two stages:

  • Immediate Assessment of Infrastructure Needs on the Island of Santiago: the main objective of these studies was to identify the short-term critical investment of WASH infrastructures on the island of Santiago, in order to take advantage of the funds available under the 2nd Compact signed between the Cape Verde Government and the Millennium Challenge Corporation for the improvement of water and sanitation services, as part of the effort to bring together the Municipalities to merge the services, now autonomous, into a single service regulated by commercial law;
  • Master Plan for Water and Wastewater (for a 25-year horizon) for Santiago Island (about 290,000 inhabitants), including Strategic Environmental and Social Assessment: the main objective of these studies was to develop a comprehensive plan for the integrated management of water resources and priorities for the next 25 years, carry out an analysis of the gaps regarding the technical and administrative employment needs of the newly formed institutions and services and, to start the development of their plans, provide strategic investment guidance to the government, municipalities, MMU (intercity services) and international investment institutions, among other activities that are not directly related to the assessment of infrastructure needs.
