The Pante Macassar Stormwater Drainage Design addressed the city needs of improving the drainage infrastructure in order to attain the goals defined under the Strategic Development Plan established by the governmental authorities.

The study aimed to contribute for the safety of the public, the public health improvement and the economic growth in the Oecusse region by restructuring the existing urban stormwater drainage network of the city area and intervening in the watercourses that cross the city, mitigating the social and economic impact of the floods and respecting the environment.

The project addressed an area of roughly 1000 hectares, in a strip stretching approximately from Tono river, in the west, to Sunlili river mouth, in the east, excluding the airport area.

The project development included the following main studies:

  • Topographical datum definition (no official datum existed prior to the works) and topographical survey;
  • Hydrological Study;
  • Existing drainage system survey, characterization and drainage conditions assessment;
  • Coastal dynamics preliminary assessment;
  • Stormwater Drainage System Masterplan;
  • Flood Study and Definition of Flooded Areas;
  • Drainage System Improvement Work Design.

The design stages foreseen rehabilitation works of existing infrastructures and the construction of new ones, including:

  • River training works design;
  • Retention basin design;
  • River debris retention structures;
  • Flow control structures.
