The objective of this study was the institutional and functional design of a Multi-municipal System (MMU), for the island of Santiago and a transition plan.

It was intended, with the integration of the existing water and sanitation services of the nine municipalities on the island of Santiago into intermunicipal entities, to achieve efficiency and professional management, which will improve the quality of service provided.

With the recommended implementation, it is possible to extend services to the population in conditions appropriate to their ability to pay and simultaneously guarantee the economic and financial sustainability of the new management entities.

Its main study and analysis tasks were:

  • Design of the Institution's Structure, with Variants for Two Scenarios for the Creation of Multimunicipal Operators for the Island of Santiago;
  • Quick Assembly of the Intermunicipal Operator; and
  • Development of a Transition Plan from the Current Situation to the new MMU.
